Tool: Relocation Assistance and Right-to-Return Policies

The Uniform Relocation and Real Property Acquisitions Policies Act (URA) is a U.S. law that applies to development projects that use federal funds. If a public agency, developer, or any other entity acquires property or displaces tenants during federally-funded construction or redevelopment, the law is triggered. The displacing agency must interview those displaced, including small business owners, and determine their relocation needs and preferences. Businesses must receive information about potential new locations and financial and technical assistance to secure, move to, and reopen in a new location. This assistance can fund moving expenses, advertising about the location change, and sometimes reestablishment expenses including increased rent or taxes for the first two years of occupancy.
