The Old Ellicott City Facade Improvement Grant was created by the Ellicott City Partnership, Howard County Government, and the Maryland Department of Housing and Community Development to support continued revitalization efforts in the historic district after devastating floods in 2016 and 2018.
Most of the businesses in the Ellicott City historic district are locally owned small businesses, and about a quarter are BIPOC-owned. Commercial property owners and small business owners can apply for up to $10,000 in funding for exterior building enhancements such as signage repair, exterior painting, storefront reconstruction, and window and door upgrades. Many small businesses have used the grant to repair damage from previous flood events and begin mitigation efforts against future floods by adding watertight windows and doors, as well as elevating their business entrances.
